NOKIA 3200 phone restricted

I am from Iraq using Iraqna cellular services
I have a NOKIA 3200
CODE is : 352942/00/313093/4
Last month i was uploading images from my phone to PC using Oxygen Phone Manager through
infrared
Suddenly my phone stopped responding
I was not able to use it
So switched off phone for few seconds and switched ON
I saw a "phone restricted" message and "undo" option
I tried to key in default code 12345, but no luck
So i went to NOKIA care centre, but they are also not able to unlock it
Can any one tell me whether it is hardware or software problem
If it is software problem then why NOKIA is not
able to repaire it
Is there any way to unlock it?
